The City of Orlando, led by former mayor Glenda Hood, has loaned millions to developer Orlando NTC Partners, a partnership controlled by the Pritzker family of Chicago. Aside from the lakes and parklands, about 600 remaining acres will be developed with about 3,000 homes in pre-1940's styles of architecture. The philosophy of "New Urbanism" has informed the reuse development since the beginning.

Baldwin Park has community swimming pools and fitness facilities. The homes built and under construction reflect an historic esthetic with modern amenities. Garages are accessed by alleys in the rear of homes and the sidewalks are wider than average, which allows for uncluttered, pedestrian-friendly streetscapes. Retail shopping and professional offices are often within walking distance and in general, the traffic flow is quite sane coompared to some other locales.

Baldwin Park Florida History

In July, 1993 the federal base-closing commission approved the shutdown of the Orlando Naval Training Center, which is located in Orlando near Winter Park. Prior to 1968, the site was an Army Air Corps and Air Force base. Lake Baldwin and Baldwin Park take their names from Robert H. B. Baldwin, who served as undersecretary of the Navy when the base was commissioned in 1968. Lakefront land has been set aside for a Veterans Memorial Park planned for the northern shore of Lake Baldwin. Lake Baldwin and Lake Susannah cover over 200 acres and are slated to form part of a network of parks in the new community.

Orlando's burgeoning condo skyline is kicking up another notch.

Construction will begin soon on a 1 million-square-foot luxury condominium complex overlooking Lake Baldwin in Orlando's upscale Baldwin Park community.

Units will sell for between $500,000 and $3 million, said Steve Rosenthal, a partner in the project, which recently opened a 6,000-square-foot sales center in retail space near the development site.

"This is very high-end luxury," Rosenthal said of Baldwin Harbor. "Everything you could want -- lock and go."

From 24-hour security and concierge service to a fitness center and Olympic-style pool, the project boasts it will be the "crown jewel" of Baldwin Park as the only waterfront residential property in the mixed-used development.

The grassy strip of land between the condo and lake eventually will become an Orlando city park, Rosenthal said.

The 260-unit first phase is scheduled to be under construction next month, with two- to four-bedroom units ranging from 1,200 to 5,071 square feet.

A second phase, not yet scheduled for a start date, will have 235 units and will be just across New Broad Street from the first building.

The second phase, Rosenthal said, will also be adjacent to the 200-acre lake, separated from the water only by the relatively narrow ribbon of future public-access park land and a sidewalk.

But with thousands of apartments being converted to condos in the Orlando area -- including one right inside Baldwin Park itself -- can the pricey condo sell out?

"I'm not concerned. They're not our competitors," Rosenthal said of the record number of apartment-to-condo conversions under way in Metro Orlando. "We're much more elegant."

Still, the upscale project is not taking any chances. Baldwin Harbor ads have been running in recent weeks in the Orlando Sentinel and The New York Times Sunday Magazine, and the developers plan a huge "grand launching" party similar to the glittering bashes thrown at condo-sale events in Miami and New York in recent years.

Mass Ensemble, a "musical performance art group" from California, will entertain potential buyers March 30 through April 2. The group will perform inside a 60-foot geodesic dome to be erected on the site.

The 6,000-square-foot sales center in Baldwin Park retail space near the project site includes a 1,200-square-foot, fully furnished model -- so potential buyers who can afford $500,000 and up can get a feel for the quality up close.
